LATEST ANNOUNCEMENTS
The Draft Neighbourhood Plan for Upton-by-Chester & District now has approval from the Parish Council and is moving towards completion. The Plan has been developed by a team of residents and councillors, carefully listening to views expressed across the community.
The next stage is a final consultation, when everyone who is interested in the future development of Upton-by-Chester and District will be invited to comment. Consultation is due to start in early February, and the Draft Plan and the ways in which you can comment will be posted here. |
A Neighbourhood Plan is about housing, shops, businesses, green spaces, and sustainability. It deals with land use and the types of development that local people want (or don’t want) to see in the future.

Letter to Town and Parish Councils |
Council opens Book of Reflection
A book of reflection has been opened online for residents to pay tribute to those who have lost their lives during the COVID-19 pandemic.
Cheshire West and Chester Council has launched the book to offer people chance to reflect on the past year and share their messages of reflection, condolence, hope and thank yous.
There is also a section within the book to say ‘thank you’ to those who have made a difference during the pandemic.
Cllr Louise Gittins, Leader of Cheshire West and Chester Council, said:
“This devastating disease has claimed hundreds of lives in our borough, leaving family and friends mourning their personal loss, while the wider community mourns our loss as a society. The nature of COVID-19 means that, as a community, we have been unable to come together in our grief as we would usually wish to when faced with loss of this magnitude. We hope that this book offers an opportunity to do this, to share our thoughts and support one another during this incredibly difficult time. Throughout 2020 we have seen and experienced the power of communities coming together to help and support residents in need, as well as the inspirational support and commitment shown by the nation’s tireless NHS staff and all key workers. This is why we also wanted to offer people a place in the book to say thank you to all those who have helped and are continuing to help us all through these difficult and unprecedented times.”
The book will also be kept as a record of the tributes paid and the thank yous.

Garden Waste Suspension
The garden waste collection service will be suspended for a further four weeks from 11 January. This now means that garden waste collections will now resume on Monday 8 February 2021
Garden Waste is normally suspended for 4 weeks over the winter in Cheshire West and Chester, this year from 14 December 2020 resuming on 11 January 2021.
However, this is being extended until 8 February 2021 to enable CWR to use resources to support both recycling and household containers during the festive period and provide resilience to maintain the core waste and recycling kerbside collections over the anticipated exceptionally busy winter period, and as part of a proactive approach to the ongoing tiered Covid restrictions facing the borough.
From April through to September 2020 the waste volumes collected via the domestic and recycling rounds, including food waste, increased by 17% as a result of the lockdowns and residents working from home, over the Christmas Holiday and ease of lock down restriction for a short time over Christmas, this may result in additional waste and carboard/plastic and paper recycling
Residents will still be able to dispose of their real Christmas trees using the below methods:
