For 2024-25 the precept has been raised by 4.99%, or £46.16 p.a. for a Band D property.
The costs of running the council have increased and we have kept them to a minimum where we can through close scrutiny. But more importantly your Parish Council wants to do more for all of us who live, work and go to school in Upton.
In our budget for the year we’re allocating money to a much improved website and a real online presence for two-way communication with our community. It is our intention to communicate much more effectively with you, and for you to tell us what you think.
We’re starting on our 3-year strategic plan - to be announced shortly - looking at increasing what we offer to Upton, for everyone who lives here. For example investment in our parks such as here at the Queen Elizabeth II fields, and importantly also at the Chemistry Pits play area.
We really want your ideas - what would you like to see?
After all we collect tax from you and have a big responsibility to deploy your money in ways that bring real benefits.
Please tell us so that we can consider your ideas in our plans

We see this as key measure, after all we add a precept (in other words tax) to your council bill every year. The Parish Council will examine most of the planning applications submitted in Upton, Bache and Moston.
This month 3 cases were considered:-
24/00257/CAT – The Cedars, 70 Upton Park. Removal of two conifers
The council have objected to this. One of the reasons being that the applicant has failed to consider the requirements of the Upton Neighbourhood Plan. You can see the full reasons on the Cheshire West & Chester planning portal under the tab - statutory consultees.
24/00273/FUL – 40 Mill Lane. Various alterations and extensions
It is felt that the proposed works will represent an improvement to
the existing building. Furthermore, it will have little impact on
neighbouring properties and is supported.
24/00277/FUL – 3 The Beeches, Upton. Front and rear extensions
The committee noted that the application if successful would result in a
substantial increase in the size of the building. Nonetheless, provided
that it is finished in complementary materials, the plans are supported.

Small Grant Scheme: A shout out to Upton community groups........ The Parish Council has a small fund of £1,000 to give to local volunteer groups on application.

So good to see a Grey Heron visiting our pond over the weekend. As an apex predator within its aquatic ecosystem a visit from the heron is hopefully a sign that wildlife is being established at the pond and will go on to thrive. |

19.09.23. REPORT IT!
The Parish Council has received reports of unacceptable dog fouling on our pavements and green spaces. We report this as much as we can, either online or via the Cheshire West and Chester 'Report It' app.
If you find the sight of dog poo on the streets of our lovely neighbourhood upsetting and unacceptable too, please report it so that it can be cleaned up.

A polite request:
Please keep your dogs out of the new pond on the QE II Playing Field.
As you may know, last year the longstanding 'puddle' or unofficial 'pond' on the playing field was excavated to create a deeper more sustainable pond. The Parish Council is trying to create a wildlife haven and soon planting will take place to encourage insects, birds and other creatures.
Eventually, when more established, it may be possible to put seating inside the fencing and a small platform for pond dipping.
We are hoping this will become a resource for all residents and local schools.
We do appreciate that your dogs like to splash in the water, however, the disturbance will not allow plants to grow and will deter wildlife.
During the hot weather, if your dog needs a cool down, please do ask a member of staff who will gladly provide some water.

Upton Youth Building is in Upton ward, located next to Mill View Primary School and Upton Pavilion recreation grounds.
The map shows the location of Upton Youth Building. The area edged red shows the building and land available for expressions of interest under the community asset transfer process.
The gross external area of the building is 354m² with an overall site area (including the site of the building) of 1,886m² (0.19 hectares).

18.04.23. POND FENCE - the newly installed fence around the pond is looking good. This has been put up to give the pond chance to establish itself as a haven for wildlife. The dogs love to run and jump into it and it's a shame to spoil their fun but the Parish Council is hoping to develop the pond into an area where you can sit quietly and enjoy pondlife.
At some point, when funds allow, there may be an opportunity to create a 'dipping platform' for use by families and schools to see what they can 'catch' to look at.

08.03.23 Tennis Courts Grand Opening and Award
The parish council has worked on the Tennis Courts Project for a few years and it was felt that the conclusion needed to be celebrated. The project began with information provided by Upton Tennis Club and put into action by the Parish Council in collaboration with the Lawn Tennis Association - to whom we are very grateful as a valuable source of advice and information. The project to replace the exterior fencing, include an electronic access gate (to be linked to online booking) and to install floodlights to extend playing hours was a considered investment to ensure that a parish asset remained viable. The cost of the project seemed to be a barrier at the beginning, however with grants from the LTA and the use of Section 106 funding (provided by developers in agreement with the CW&C Council Planning Authority), the costs were met. Our award winning coach from Play Point Sports provides regular coaching courses for all ages and abilities - www.playpointsports.co.uk
Upton Tennis Club is looking to welcome new members for a friendly relaxed club atmosphere and competitive play in the Cheshire league - www.uptonbychestertc.org
Thanks to Nicki Harrison from the LTA for all her help and support and for doing the honours by cutting the ribbon.

We won! Upton Tennis Courts won the Cheshire Lawn Tennis award for best tennis courts Park Facility. This was in recognition of the Tennis Courts Project that overcame many obstacles to ensure the facility is well-managed to a high level with governance and safety in mind.
Also by improving access and opportunity to the courts via the electronic online booking system and time-controlled floodlights.
Chairman Cllr Tom Egerton-Parry, Vice Chair Cllr Alison Bennion (who led the project) and Pavilion staff member Peter Griffiths attended the awards ceremony to collect the award.

09.12.22 Thank you to all who turned out on a very cold evening to join in the annual Carol Singing event at Upton Pavilion. Thanks to Upton Community Choir for helping us all sound like we can actually sing and for the fantastic brass players who make it feel like Christmas

13.11.22. On Remembrance Sunday the Chairman of the Parish Council, Cllr Tom Egerton-Parry was once again honoured to lay the wreath on behalf of Upton-by-Chester and District Parish Council. "It was moving to see so many people in our parish church and at the War Memorial at Upton Cross, gathered together to remember those who have given so much for our nation and freedoms and to think of those who continue to serve King and Country".
07.11.22 Members of the Upton community approached the Parish Council to request temporary use of the railings around the Village Pump, along with an explanation of the project origins and reasons (edited version below); this was enthusiastically approved.
“ There has been a lot of crochet / knitting bombing around the country over the past few years, the idea is to cheer people’s day; if it makes them smile then it’s all worthwhile.
Two members of the Upton community who are both keen crocheters thought it would be nice to do something similar
With personal links with the Armed Force it seemed highly appropriate to do something for Remembrance Day.
Eventually, other members of the family became involved, constructing a temporary framework with mesh attached that we could mount the poppies on. Together with the children we spent some hours attaching the poppies and then putting the display in place. There are also some little notes explaining why there are Red, Purple and White poppies, their origin and what they symbolise.
If they make people smile and reflect on their meaning, then we will be very pleased”.

PLATINUM JUBILEE FUN DAY 2022
What a fantastic day we had at this year's Upton Fun Day made all the more special by being a celebration of the Queen Elizabeth II Platinum Jubilee.

27.05.22. The Parish Council's own tribute to the QE II Platinum Jubilee - a garden planted after much head-scratching and back-breaking hard work by Pavilion staff and our wonderful volunteer.

08.03.22. The Parish Council is delighted to announce its successful bid for grant funding of over £10,000 towards the cost of the playground project phase 2. This will include three new items of equipment similar to the photos below - earlier consultation noted a huge demand for a zip wire.... we heard you!

11.02.22 - work on excavating a wildlife pond has begun. The unofficial 'pond' created by collecting the water from the playing field is being dug out to create a sustainable pond of suitable depth and width to host pond creatures great and small.
Hopefully, once it is established, schools and families will enjoy pond dipping and picnics on the playing field.

Budget 2022-23 – Statement from Upton-by-Chester and District Parish Council
The Parish Council has set its budget for the period April 2022 to March 2023.
The budget supports the provision, operation and improvement of Parish Council facilities and services such as the Pavilion, QEII playing fields and playground as well as Parish Council staff who carry out the work of the Parish Council.
The new budget aims to put the Parish Council on a more sustainable footing over the coming years and responds to some current challenges including rising costs of services and utilities and the impact of the Covid-19 pandemic on income from sales.
The budget also makes provision for contributions towards future projects to enhance existing facilities as well as additional staffing to increase the capacity of the Parish Council to deliver its services .
The Parish Council receives income via the precept, income from sales at the Pavilion and other sources such as tennis court hire. Funding for specific projects may be sourced externally via other agencies or Section 106 funding enabled by local planning applications.
In setting the new budget the Parish Council has made efforts to minimise the impact on local residents but agreed the need to increase the precept by £10 per year, the equivalent of 19 pence per week. The need for longer-term financial planning, diminishing reserves, inflationary pressures and the Covid-related loss of income were all factors considered in the decision making process.
The Council is already engaged in review of workforce and skills; the increased funding will allow for a flexible approach to both meeting staffing requirements and the future ambitions of the Parish Council. This will be underpinned by a soon-to-be-launched parish-wide survey to identify local residents' priorities for Upton, Moston and the Bache.

16.12.21. We hope you enjoy the new play activity panels as the final touch to phase 1 of the playground project. Installed slightly set back from the new sensory trail to avoid obstructions but clearly we need to add some form of hardstanding to stop the grass from becoming too muddy - we are working on this!

09.12.21. Exciting delivery today - new fencing for the tennis courts. The fence replacement work and cable installation for the new electronic gate access system and lighting is expected to last until 17 December.

04.12.21 New benches at the QE II Playing Field - a games bench (please ask at the pavilion for the games pieces), and a wheelchair accessible bench. Installed yesterday and already being enjoyed for a fish and chips supper by Upton residents - happy days!

A project scheduled for next year will seek to improve drainage to the football pitches which along with finding a long-awaited solution to surface water on the field will open up even more possibilities for the use of the space.
