REPORT GIVEN TO

The Annual Assembly Meeting

On 12th April 2010

By the Chairman of the Parish Council – Cllr Jean Evans

The Chairman of the Parish Council reported as follows:

Earlier in the year the pavilion guttering was vandalised.  The local PCSO was at the scene and apprehended some of the culprits.  The police took them through the Restorative Justice system and they had an interview with the police, their parents and a representative from the Parish Council.  At the meeting compensation was decided and it gave everybody a chance to say how they felt about the incident and what the consequences were.  The children involved were very remorseful and it seemed to be a very productive system.

TENNIS COURTS – the Parish Council have been involved in a lengthy process to discover why people were slipping on the tennis courts when they were wet.  Eventually they were advised that the only solution was to re-surface the courts.  The Parish Council has put £11,000 to the project and it is hoped that the tennis club will be successful in trying to get a grant for £10,000 from Sport England.

COMMUNITY BUILDING –   Project Management team are still looking for funding.  Youth Club supports the project and is interested in the possibility of moving over to the new building if possible.

After being approached by a local resident to put a seat in the bus shelter at the Bache, the Parish Council followed this up and as it was not possible to put in a seat we contacted the CWAC who agreed to add that location to the renewal of bus shelters that was taking place, at no cost to the Parish Council.

Proposal by CWAC to sell County Hall and move to HQ. The Parish Council were unhappy about the lack of consultation and also asked for financial details of the move.

Community Pride Competition – looking to increase awareness this year and hopefully get higher marks.

The Village Pump won a ‘Little Gem’ award in the Community Pride Competition.  This area is kindly looked after by Mr & Mrs Ellis who were recently presented with a certificate and small gift from the Parish Council.

Chester Go-Cycle Club – currently use wealstone lane field and want to increase services provided.  They are looking to put a cycle track painted onto grass initially and perhaps more substantial at later date.

Water Works in Upton – The Parish Council are getting a small amount of compensation for the works undertaken at  Wealstone Lane, this money will be put towards the resurfacing of the tennis courts.

Pavement in front the Spar on Long Lane.  The Parish Council contacted owners who repaired them within 2 weeks.

Weston Grove Service Station – Land is no being offered for sale and a planning application has been received for 4 shop units and parking.

Co-operative Chemist – There had been a proposal to close the pharmacy on Long Lane and relocate it to the Village Surgery on Wealstone Lane.  Unfortunately The Co-operative are still intending to close the pharmacy on Long Lane but are not now re-locating into the surgery.

The precept for this financial year has been reduced by 4%.

PLANNING APPLICATIONS

There were 66 applications considered by the Parish Council which included:

Chester Zoo development

Fencing at Marlow Ave/St James Avenue
