The Parish Plan is being drawn up by the Parish Council in consultation with the residents - currently it is in very early days such that the Council has yet to agree its remit

These pages will allow visitors to the site to monitor progress and join in the debate of what sort of a community we want and how it should develop

At the April 2003 Parish Annual Assembly, Cllr Robert Thompson gave a presentation on a proposed Parish Plan. However, to date the response from the local community has not been sufficient to embark on the formal process of creating a plan and so the Parish Council has decided to run a set of meetings and evolve a less formal plan. This could then be shared with the wider community and may seed interest to produce a formal Plan later.

What is a Parish Plan? It is a structured programme that analyses the issues facing the Parish and puts in place and expedites an action plan that prepares the Parish for the future (in effect it is a template available for residents), a template that will be used by the Council to address tomorrow's Upton. More importantly residents will be involved and consulted throughout and will have a real say in influencing the direction Upton parish will follow in the future. With grant funding available, it will not add to your council tax bill but it will present a coherent and involved plan that will give each and every one of us something to aspire to.
