3.         TO RECEIVE A PRESENTTION BY HAYLEY NODEN:

Hayley Noden addressed the meeting to ask support for her idea to put on an Annual Carnival in Upton either starting in 2006 or 2007.  She envisaged that the carnival would consist of a parade of floats etc through Upton to end on Wealstone Lane Playing Fields where there would be a fairground, competitions, showcase stage, refreshment etc.  She advised that she had some experience of organising this size of event and was already liasing with the Police, Insurance Companies and Chester City Council and various other bodies with regard to grants etc.

Cllr Robert Thompson asked what she felt the Parish Council could do.  Mrs Noden stated that she just wanted support, comments, views and the use of the playing fields for the event.

Resolved:       that Members wholeheartedly supported the idea and asked that Mrs Noden liase with the Clerk as things progressed.

4.         REPORT ON PLAY AREAS:

The Clerk reported that there were no problems with the play areas and that there was still further improvement in grounds maintenance.  She did report on an email from the Youth Club with regard to litter and broken glass around the teen shelter and five-a-side area at the rear of the Youth Club but stated that the attendant responsible for rubbish collection had been on annual leave, but that the other attendants had not reported any increase in litter.

The Clerk reported that she had received a quotation of £600 for the removal of the road roller at the play area.  Cllr Phil Pearn suggested that the Christleton Crocky Trail may be interested.  The Chairman reported that she would get in touch with them.

5.         CHEMISTRY PITS PLAY AREA:

The Clerk reported that she had received a reply from the Solicitors stating that it was unlikely that the Parish Council would gain ownership of this piece of land.

The Chairman reported on the visit recently between some Members, the Clerk and Lee Greenhough of Cheshire Wildlife Trust to the wildlife area created at Moston.  She said that the area was very successful, especially the benches which were made from recycled plastic.  She also said that the wildlife area at Chemistry Pits with some definition to the edging and perhaps a species sign could be just as successful.

Resolved:       that the reports be noted.

6.         BOLLARDS AT WEALSTONE LANE:

The Clerk reported that the one bollard for the entrance by the Youth Club had been received and that the contractor ha been asked to install it.  She reported that the cost of one bollard with installation was in the region of around £150/160.  Members felt that the decision to install further bollards by the Pavilion should be decided when the budget figures for next year became clearer.

7.         BUDGET REQUIRMENTS FOR 2006/07:

Members discussed the budget requirements for the Committee.  The Clerk reported on the update with regard funding for the Wealstone Lane Play Area Equipment project.

Resolved:       that the attached budget be put to the Finance Committee.

5.         DATE OF NEXT MEETING:

Resolved:       that the date be set at a later date.
