UPTON BY CHESTER & DISTRICT PARISH COUNCIL

Meeting of the Playing Fields Committee of the Upton by Chester & District Parish Council held on Thursday 9th March 2006 at the Pavilion, Wealstone Lane.

 

Present:          Cllr Jean Evans (Chairman), Cllr Bryan Smith, Cllr Phil Pearn and Cllr Gill Jordan.

 

1.         APOLOGIES:

Apologies were received from Cllr John Cliffe, Cllr Caroline Mosley, Cllr Patricia Lott, Cllr Liz Warrington, Cllr Chris Reeve, Cllr Robert Thompson, and Cllr Gerald Grant.

 

2.         DECLARATIONS OF INTEREST:

No declarations were received.

 

3.         TO RECEIVE A REPORT ON PLAY AREAS:

The Clerk reported that all areas were in order with the exception of Chemistry Pits Play Area where the repairs to the gate was still to be done.  Members considered the future of the putting green which was underused and the idea of creating a concrete crazy golf area was discussed.

Resolved:       that the Clerk look at available funding for this.

 

4.         WEALSTONE LANE PLAY AREA:

The Clerk reported that work was proceeding despite the bad weather and that the contractor was still looking to finish by end of March/beginning of April.   The Clerk also reported that the contractors had unfortunately informed her that once the excavations on site had begun the contractors discovered that the current surfacing below the swings could not be used as first thought and that also the location of the new cradle swings involved creating a linking path.  This change to the plans would result in the total cost being increased by £1,800.  Members expressed their disappointment at this news but felt that it was unavoidable and the end result would be much improved in terms of safety surfacing.  The Clerk reported to Members that the City Council had informed her that the Parish Council would be receiving £6548 as the Dual Taxation Payment for 2006/07 which is an increase of £2,378.

The Clerk also reported that the City Council had also indicated that the full funding of £8,000 for the fully inclusive roundabout would be given.  The City Council had also offered to oversee the installation of the roundabout which was likely to be installed in June/July.

Resolved:       (a)        that the reports be noted.

                        (b)        that the Clerk inform the City Council that they can undertake the installation of the fully inclusive roundabout.

5.         EVENT FOR THE OPENING OF THE NEW PLAY AREA:

The Clerk reported that the contractors were still working towards having the area finished by the provisional event date of 6pm on Wednesday 12th April, but that this could not be finalised until nearer the time.  Members discussed the format of the event, who should be especially invited to attend and how it should be publicised.
