UPTON BY CHESTER & DISTRICT PARISH COUNCIL

Meeting of the Planning Committee of the Upton by Chester & District Parish Council held on Wednesday 14th November 2007 at The Pavilion, Wealstone Lane, Upton, Chester.

 

Present:          Cllr Caroline Mosley (Chairman), Cllr Gerald Grant and

Cllr Pat Lott

 

1.                  APOLOGIES:

Apologies were received from Cllr David Capstick, Cllr David Evans, Cllr Jean Evans, Cllr Gill Jordan, Cllr Jill Houlbrook, Cllr Robert Thompson.

 

2.                  DECLARATIONS OF INTEREST:

No declarations of interest were received.

 

3.                  TO CONSIDER PLANNING APPLICATIONS:

a.         The Wheatsheaf Inn – Double sided post sign externally illuminated, 3 no facia signs externally illuminated, and Transom sign with Lantern internally illuminated.

 

Members object on the following grounds:

Members fell that brightly illuminated signs in a residential area is totally

inappropriate.  These premises are surrounded by family homes and the proposal is

out of keeping with the street scene.

 

Members are also concerned about the complete disregard for the Planning

Authority by putting up the signs before permission has been granted. 

 

b.         Gelnroyd, 13 Church Lane – Extension to kitchen with balcony over extended utility.store.

 

            No objection

 

c.         23 Marina Drive – Extension to rear of dwelling and addition of two front dormer windows.

 

            No objection

 

d.         2 Daleside – Construction of two storey side and rear extension and demolition of attached garage.

 

            No objection

 

e.         Upton Village Surgery – Single storey extension to surgery and creation of pharmacy

 

            Members discussed this application and requested that the Clerk gain further information and that the decision be made at the next Parish Council meeting.

f.          34 Flag Lane North – Two storey side and rear extension and single storey front extension.

 

            No objection

 

g.         50 Flag lane North – Single storey extension.

 

Members have no objection, but would prefer to see the roofline maintained throughout the current and proposed extension.

 

h.            The Wheatsheaf Inn, 46 Heath Road, Upton, Chester - Two free standing non-illuminated signs to front.

 

 Members object on the following grounds:

 

These signs are a distraction on an already busy junction.  This is a

piece of road where already extra care has to be taken due to traffic

calming, road junction and local school.

The signs are already being used as advertising signs for products.

These signs are totally inappropriate in a residential area.

Members are also concerned about the complete disregard for the

Planning Authority by putting up the signs before the permission has

been granted.
