UPTON BY CHESTER & DISTRICT PARISH COUNCIL

Meeting of the Planning Committee of the Upton by Chester & District Parish Council held on Tuesday 20th February 2007 at The Pavilion, Wealstone Lane, Upton, Chester.

 

Present:         

Cllr Caroline Mosley (Chairman), Cllr David Capstick, Cllr Jean Evans,

Cllr Gerald Grant and Cllr Patricia Lott

 

As the Chairman was not present at the start of the meeting, Cllr Jean Evans chaired the meeting until item (d).

 

1.                  APOLOGIES:

Apologies were received from Cllr Gill Jordan, Cllr David Evans, Cllr Jill Houlbrook and Cllr Robert Thompson.

 

2.                  DECLARATIONS OF INTEREST:

No declarations of interest were received.

 

3.                  TO CONSIDER PLANNING APPLICATIONS:

           

a.                   Treehaven, 44 Upton Park – Garage to side

 

No objection

 

b.                  Linden Lea, 75 Upton Lane – Two storey extension

 

No objection, but Members were concerned about the visual appearance of the remaining garage on the adjoining property.

 

c.                   3 Bache Drive – Side and rear extension

 

No objection

 

d.                  The Wheatsheaf Inn – Extend and re-roof flat roof addition, external alterations to include new kitchen ventilation equipment and new fire escape from first floor and new dwarf columns to entrance to site and external cold room.

 

Members object on the grounds of loss of parking spaces and less manoeuvring space on site.

 

e.                   Cavendish Cottage, 81 Mill Lane – Extension

 

No objection

 

 

 

f.                    78 Weston Grove – Change of use on both floors together with ground floor extension.  Ground floor from A1 to A5 – Food and Drink.  First Floor from A1 to Residential.

 

Members have no objection and are happy to see the shop used, but would like a condition imposed that restricts opening hours to those requested on the Planning Application as there are already a number of shops in this parade that are open until late at night.

 

g.                   Public Open Space at The Acorns, Caughall Road – Various tree works.

 

No objection but would like replacement trees to be a requirement.

           

h.                   21 Cross Green – Rear extension.

 

No objection

 

i.                     The Wheatsheaf Inn, 46 heath Road – Extend and re-roof existing flat roof addition, external alterations including kitchen ventilation equipment and new fire escape from first floor, new dwarf columns to entrance to the site and new patio and ramp to entrance.

 

Members object on the grounds of loss of parking and manoeurvring space on site and also to the front patio due to its close proximity to the road frontage, which would be out of character in the predominently residental nature of the surrounding area, and also close to the vehicles on site.

 

j.                    29 Oakfield Avenue – Single storey extension and associated alterations

 

No objections.

 

k.                  The Countess of Chester Hospital – Outline application for erection of 200 dwellings, business space and community building.

 

Members will not consider this planning proposal and until a transport plan is in place on the whole site.
