UPTON BY CHESTER & DISTRICT PARISH COUNCIL

Meeting of the Planning Committee of the Upton by Chester & District Parish Council held on Monday 4th December 2006 at The Pavilion, Wealstone Lane, Upton, Chester.

 

Present:         

Cllr Caroline Mosley  (Chairman), Cllr David Capstick, Cllr David Evans,

Cllr Gerald Grant, Cllr Patricia Lott and Cllr Robert Thompson.

 

1.                  APOLOGIES:

Apologies were received from Cllr Gill Jordan, Cllr Jean Evans and Cllr Jill Houlbrook.

 

2.                  DECLARATIONS OF INTEREST:

No declarations of interest were received.

 

3.                  TO CONSIDER PLANNING APPLICATIONS:

           

a.                   38 Daleside – Single and two two storey side extension

 

                        No objection

 

b.                  44 Upton Park – Side garage

 

                        No objection

 

c.                   Chester Zoo – Extension of viewing and picnic area.  Extension of footpath to form viewing area.  Erection of perimeter fencing and planting and 2 rain shelters at mixed species.  Asian Plains animal paddock.

 

                        No objection, although Members commented that the plans were impenetrable with no directional guidance.  Concern was also raised with regard to the safety of public use of the bridleway.

 

d.                  84 Weston Grove – Illuminated signage

 

                        No objection

 

e.                   3 Bache Drive – Rear and side extension

 

                        No objection

 

f.                    Corporation Yard, Moston Road – Erection of two storey residential nursing home.

 

                        Members objected strongly for the following reasons:

 

                                    Proposal is crude with relentless, unremissing faηade

                                    Is ill-proportioned

                                    Unsuitable use for plot

                                    Overpowering and over-intensive for plot

                                    Entirley inappropriate due to its prominent position on highway.

 

g.                   9 Cotebrook Drive – Demolition of existing garage and replacement single storey extension.

 

                        No objection

 

h.                   11 Upton Lane – Demolish existing garage and conservatory and erect two storey side and rear extensions.

 

                        No objection

 

i.                     84 Liverpool Road – Replacement garage and sunlounge/family room.

 

                        No objection

 

j.                    61 Caughall Road – Two storey extension and conservatory.

 

                        No objection, but are concerned that there may not be enough parking spaces.
