UPTON BY CHESTER & DISTRICT PARISH COUNCIL

Meeting of the Planning Committee of the Upton by Chester & District Parish Council held on Tuesday 16th August 2005 at The Pavilion, Wealstone Lane, Upton, Chester.

 

Present:         

Cllr John Cliffe,(Chairman), Cllr Jean Evans,  Cllr Gerald Grant,

Cllr Peter Griffiths, Cllr Patricia Lott and Cllr Robert Thompson.

 

1.                  APOLOGIES:

Apologies were received from Cllr David Capstick, Cllr Liz Warrington, Cllr Gill Jordan and Cllr Caroline Mosley.

 

2.                  DECLARATIONS OF INTEREST:

 

None declared.

 

3.                  TO CONSIDER PLANNING APPLICATIONS:

 

a.                   9 Cotswold Close – Two storey side extension and rear ground floor bedroom extension.

 

                        No objection

 

b.                  61 Upton Drive – Revision to previous application to incorporate emergency escape window in loft (obscurely glazed).

 

                        No objection

 

c.                   Merlewood 9 Church Lane – Demolition of outbuilding and rebuild forming store, garden store, w.c. and utility room, extend conservatory.

 

                        No objection

 

d.                  Mercedes-Benz, Countess Way –New facia signs

 

                        No objection

 

e.                   79 Upton Drive – Two storey rear extension

 

                        No objection

 

f.                    6 Bache Drive – Two storey side extension and porch

g.                   45 Queens Crescent – Two storey side extension and single storey front and rear extensions

 

                        No objection

 

h.                   Morrisions Supermakert – Removal of condition 12 to allow 24 hour delivery to store

 

                        Members unanimously object on the following grounds:

 

a.                   Clear conditions were enforced with good reason on the original planning application when the store was enlarged.

b.                  Morrisons knew the conditions when they took over the store.

c.                   When the store was enlarged local residents were led to believe that the conditions enforced offered them protection for the future.

d.                  Some conditions have already been eroded and further erosion would be detrimental to local residents.

 

i.                     Fortesmere 67 Mill Lane – Single storey rear extension

 

                        No objection

 

j.                    68 Flag Lane North – Conservatory

 

                        No objection.  Members would like to point out that the plans were incorrect and misleading as the location plan did not show an existing                             extension.

 

k.                  1 Percival Close – Two storey extension

 

                        No objection

The Clerk reported on the following correspondence received:

 

a.                   Notice of a Planning Seminar on 14th September 2005 at Middlewich.

b.                  Consultation Form from Cheshire County Council with regard to the new planning system.

c.                   Consultation documents from Chester City Council with regard to the new planning system.

 

Resolved:       that Adrian Toft of Chester City Council be invited to attend a future Parish Council meeting to discuss the new planning system.
