UPTON BY CHESTER & DISTRICT PARISH COUNCIL

Meeting of the Planning Committee of the Upton by Chester & District Parish Council held on Monday 6th April 2009 at Upton heath School, Upton, Chester.

Present:          Cllr David Evans (Chairman), Cllr Jean Evans, Cllr Gill Jordan, Cllr Paul Lowry, Cllr Robert Thompson and Cllr Mil Williams

 

1.        APOLOGIES:

Resolved:       Apologies were received from Cllr Pat Lott and Cllr Gerald Grant,

 

2.         DECLARATIONS OF INTEREST:

No declarations were received.

 

3.         TO CONSIDER PLANNING APPLICATIONS:

a.         18 Oakfield Drive – Rear extension

 

            No objection.

 

b.         Morrison Supermarket – Removal of condition 12 to allow permanent 24 hours deliveries to store.

 

            Members strongly object to this application as this was a planning condition on the original applicationf or good reason and nothing has changed. This would still be disturbing for neighbours.           

           

c.         Land adj 8 Handford Road – New application for two storey dwelling.

 

            Plot seems unacceptably small for detached house and it would appear prominent and cramped and out of character with the locality.

 

                        d.         Corporation yard – Outline application for 13 residential units

 

                                    Members feel that the proximity of the houses to the busy road is not inkeeping with the style of nearby properties.

 

                        e.         Moston Lodge, Countess Hospital – Disabled ramp from car park to entrance doors.

 

                                    No objection

 

                        f.          Aarhus 170 Liverpool Road – Replacement garage and new     accessway.

 

                                    No objection, subject to there being no loss of the bus stop.

 

g.         Eilleandonan, 49 Heath Road – Enclosure of existing portch to form new entrance and WC

 

            No objection

 

h.         143 Long lane – Creation of 11 car parking spaces and access road to be sontructed in existing footway surfacing or spar shop and also in A41 Long Lane highways verge.

 

            Members have no objection and welcome the additional parking.  They do have a suggestion though.  It would appear that pedestrians have to cross behind the three car parking spaces to the side of the entrance.  Could these not be exchanged with the two disabled parking bays on the other side.  This would then be easier for disabled people to reach the store and also would provide more space for pedestrians crossing over.

 

i.          1 Marlow Avenue – Erection of Fence over 1.24m to roadside of property

 

            Members object strongly as this is out of keeping with the open aspect of the area and may set a precedent.  Members also feel if may be outside regulations on deeds of property.

 

j.          18 The Beeches – Fell 1 lime tree

 

            Members are not in favour of felling mature trees and feel that appropriate husbandry should be carried out on a regular basis.

 

k.         25 St James Avenue – Single storey granny annex

 

            Members object strongly for the following reasons:

 

                        i.          This is over development of the site

                        ii.          This is a separate one bedroomed bungalow and not an annex.

 

l.          4 Upton Park – 1 Silver Birch, crown by 10%. 2 Sycamore, fell. 1 Hawthorn, remove overhanging branches.

 

            Members did not feel there was enough information to comment.
