UPTON BY CHESTER & DISTRICT PARISH COUNCIL

Meeting of the Planning Committee of the Upton by Chester & District Parish Council held on Thursday 22nd March 2007 at The Pavilion, Wealstone Lane, Upton, Chester.

 

Present:         

Cllr Caroline Mosley (Chairman), Cllr David Capstick, Cllr Gerald Grant,

Cllr Gill Jordan and Cllr Robert Thompson.

 

1.                  APOLOGIES:

Apologies were received from Cllr David Evans, Cllr Pat Lott and Cllr Jean Evans.

 

2.                  DECLARATIONS OF INTEREST:

Cllr Gerald Grant and Cllr Caroline Mosley declared a personal interest in item E.

 

3.                  TO CONSIDER PLANNING APPLICATIONS:

           

a.                   66 Alwyn Gardens – Two storey extension

 

No objection

 

b.                  3 Orchard Close – Single storey kitchen extension

 

No objection

 

c.                   Moston Service Station – Change of use of land to rear of parking area.

 

No objection if the proposed area is not in greenbelt or washed over greenbelt.  Members do have some concerns about the future use of the parking spaces and would have liked more details on the type of vehicles i.e. hire vans.  Will there be security lighting to the area?

 

d.                  31 Egerton Drive – Two storey side extension

 

Members had concerns that the proposed extension would be beyond the building line of Egerton Drive and also that there may not be enough parking space.

 

e.                   Handford Road – Installation of 12m high replica telegraph pole supporting 3 no. 2G and 3 no. 3G antennae within a shroud and ground based equipment cabinets.

 

Members objects on the following grounds:

 

i.          There will be visility problems for traffic exiting from Shochlach Road.

ii.          Overintensive use of masts as there are already unsightly masts and associated equipment in the area.

iii.         The company, because of bad planning and foresight in the initial stages, have failed to provide adequate coverage in the first phase which is now being identified. They are now returning with a fix to provide the coverage for the area.  This area of Upton has got a very high intensity of masts and should not be burdened with another one.

iv.         Members were concerned that the LPA in indicating that they would not support the site in Kingsway due to a lot of local opposition have given the impression that they would support the site in Handford Road when in fact there is also a lot of local objection.

 

f.                    The Wheatsheaf Inn – Illuminated Signage

 

Members object as it is unsuitable in a residential area and is also an unnecessary use of electricity.

                         

g.                   20 The Beeches – Various tree works

 

Members have the following observations which are numbered to correspond with the works detailed on the quotation:

 

1.         No problem

2.         No problem

3.         No problem

4.         No problem

5.         Could they just reduce the height

6.         Do not want to see the horsechestnut felled.

7.         No problem

8.         Do not want to see the mountain ash felled.

9.         No problem

10,       No problem.

 

h.         Colton House, Liverpool Road – Two storey side extension (Amendment to roof design)          

 

            No objection.
