UPTON BY CHESTER & DISTRICT PARISH COUNCIL

Meeting of the Planning Committee of the Upton by Chester & District Parish Council held on Monday 21st May 2007 at The Pavilion, Wealstone Lane, Upton, Chester.

 

Present:

Cllr Gerald Grant, Cllr Pat Lott and Cllr Robert Thompson.

 

1.                  APOLOGIES:

2.                  DECLARATIONS OF INTEREST:

No declarations of interest were received.

 

3.                  TO CONSIDER PLANNING APPLICATIONS:

           

a.                   Countess of Chester Hospital – Outline application for erection of 200 dwellings and 9483 sqm of business floor space and community building.

 

Members need more evidence on what is planned for the Commercial Development and also to see the Travel Plan and Transport Strategy before making any comment on this application.

 

b.                  56 heath Road – New access to front garden

 

No objection

 

c.                   1 Oak Drive – Two storey side and single storey front and rear extensions

 

No objection

 

d.                  Minor relocation of Pharmacy, Long Lane to Upton Village Surgery

 

Members understand if there is a need for a prescription pharmacy at the surgery, but are concerned about the loss of the Pharmacy on Long Lane and feel that both should be provided.  The loss of the Pharmacy on Long Lane will mean that general pharmacy needs in that area will not be met and will be detrimental to any local residents who do not use this Doctors Practice.

 

 

e.                   Mayfield, 31 Upton Drive – New garden room in place of conservatory and utility room, and new double garage with guest suite above in place of existing single garage.

 

No objection

 

f.                    1,2,3,4, Acorn Court and 14 Caughall Road – Automatic double and single wrought iron gates and 1800 high wrought iron fence.

 

Members object to the proposal as they feel that it would create a railinged compound in what was designed to be an open plan area.  Members were concerned about the aesthetics of the proposal, problems with refuse collection and also access to emergency services.

 

Members do not feel it is necessary and are concerned about the effects that it would have on Upton by setting a dangerous precedent of gated communities.

 

g.                   78 Weston Grove – New shop fascia sign and projection sign

 

No objection

 

h.         51 Caughall Road – Retrospective application for replacement rear boundary fence.

 

            No objection
