UPTON BY CHESTER & DISTRICT PARISH COUNCIL

Meeting of the Planning Committee of the Upton by Chester & District Parish Council held on Wednesday 13th June 2007 at The Pavilion, Wealstone Lane, Upton, Chester.

 

Present:         

Cllr Caroline Mosley (Chairman), Cllr David Capstick, Cllr David Evans, Cllr Gerald Grant,

Cllr Peter Griffiths, and Cllr Pat Lott.

 

1.                  APOLOGIES:

Apologies were received from Cllr Jill Houlbrook, Cllr Gill Jordan, Cllr Robert Thompson and Cllr Jean Evans.

 

2.                  ELECTION OF CHARIMAN OF THE COMMITTEE FOR THE ENSUING YEAR:

Cllr Pat Lott proposed that Cllr Caroline Mosley be elected Chairman of the Committee for the ensuing year.  This was seconded by Cllr David Evans.  No further nominations were received.

Resolved:       that Cllr Caroline Mosley be elected Chairman of the Committee for the ensuing year.

 

3.                  DECLARATIONS OF INTEREST:

Cllr Peter Griffiths declared a personal interest in  32 Demage Lane.

 

4.                  TO CONSIDER PLANNING APPLICATIONS:

a.         3 Glastonbury Avenue – Conservatory

            No objection

 

b.         32 Demage Lane – Part Demolition of existing single storey extension, extend existing kitchen, pitched roof and garage conversion to dining room.

            No objection

 

c.         78 Weston Grove – Change of use of ground floor from vacant A1 to A2 (Financial and professional).

            No objection

 

d.         54 Daleside – Extension to dwelling

            No objection

 

e.         29 Oakfield Avenue – Proposed single storey extension and alterations and replacement garage.

            No objection

 

f.          78 Weston Grove – Replace existing recessed shop front with new aluminium framed laminated glass shop front with level access via internal ramp.  (Betting Shop applicant)

            No objection

 

g.         Upton Westlea School – New link between existing main hall and existing ESN Block.

            No objection

 

h.         Countess of Chester Hospital – Outline application for erection of 200 dwellings and 9483 sqm of business floor space and community building.  Members object on the following grounds:

a.             The development is very over-intensive

b.             It is not being developed on existing building footprint and is encroaching onto greenspace.

c.             The three storey building (Set piece townhouse crescent) is ugly and intensive and not acceptable for affordable housing.  It is also inappropriate at the front on the site.

d.             Affordable Housing is ghettoised at the edges and adjacent to commercial development and is not truly mixed into the development.

e.             Three storey commercial buildings are not appropriate at the front of the site.

f.              Developers mentioned wildlife habitats and its impact on them in its S.W.O.T. analysis, but no information appears to have been given about this in any of the reports.

g.             There appear to be vacant plots on the plan but these are filled in on the Design and Access Statement.  Is it the case that these will be added at a future date?

 

                i.              13 Cross Green – Single storey kitchen extension, conservatory and porch.

                                No objection

 

                j.              22 Pine Gardens – Rear single storey kitchen/breakfast room extension.

                                No objection

 

                k.             54 Daleside – Extension to dwelling.

                                No objection

 

l.              78 Weston Grove – Single storey extension to rear and change of use at 1st floor level.

                                No objection
