Meeting of the Upton by Chester and District Parish Council held

on Monday 11th July 2005, at The Pavilion, Wealstone Lane, Upton, Chester

                       

PRESENT:    

Cllr. Jean Evans (Chairman), Cllr. John Cliffe, Cllr. Daphne Coles,

Cllr Gerald Grant, Cllr Peter Griffiths, Cllr Gill Jordan, Cllr Patricia Lott,

Cllr Caroline Mosley, Cllr Phil Pearn, Cllr Chris Reeve, Cllr Bryan Smith,

Cllr Robert Thompson and Cllr Liz Warrington.

 

1.         OPEN FORUM:

No local residents were present.

 

2.         APOLOGIES FOR ABSENCE:

Apologies were received from Cllr David Capstick, Cllr David Evans and Cllr Geoff Edwards.

 

Resolved:       that the absence is noted.

 

3.         DECLARATIONS OF INTEREST IN ITEMS ON THE AGENDA:      

No declarations of interest were received.

 

4.         INTRODUCTION OF JANET GITTINS, AREA MANAGER,

            CHESTER CITY COUNCIL:

Janet Gittins addressed Members and informed them of her role within the City

Council.

 

5.       MINUTES:

Resolved:      

(a)        that the minutes of the Parish Council meeting of 16TH May  2005 be confirmed as a correct record.

(b)        that the minutes of the Environmental Initiatives Committee meeting of 17th May 2005 be confirmed as a correct record.

(c)        that the minutes of the Planning Committee meeting of 26th May 2005 be confirmed as a correct record.

(d)        that the minutes of the Environmental Initiatives Committee meeting of 3th June 2005 be confirmed as a correct record.

(e)        that the minute of the Playing Fields Committees meeting of 30th June 2005 be confirmed as a correct record.

 

6.         PARISH COUNCIL MEETING – 16th May 2005:

The Clerk distributed a copy of a letter from the Engineering Service, Cheshire County Council in respect of the buses problem on St James Avenue.  Members discussed the contents of the letter and were not happy that people had to be killed before it was felt that anything could be done about a situation.  Members were interested in the idea of the buses using the County Sports Club entrance if traffic problems in this area were improved.

 

Resolved:       that the Clerk would contact the Engineering Service for the Parish Council to be informed of what improvements were planned for this                   area.    

 

Newhall Road – Cllr Patricia Lott reported she had still not heard from Welsh Water with regard to them assisting funding for the pavement project.  Cllr Peter Griffiths reported that he thought that a resolution had been made at the last meeting that one of the City Councillors would take the matter to the Area Committee and that he was disappointed that this had not been done.  Cllr Liz Warrington reported that she had received a complaint from a local resident who was blind that the concrete meshing caused problems.

 

Resolved:       that either Cllr Jean Evans or Cllr Patricia Lott would raise the issue at the next Area Committee meeting.

 

 

7.         ENVIRONMENTAL INITIATIVES COMMITTEE – 17th May 2005:

Resolved;       that the resolutions passed by the Environmental Initiatives Committee on 17t May 2005 be noted.

 

8.         PLANNING COMMITTEE – 17th May 2005:

Resolved:       that the resolutions passed by the Planning Committee on 17th May 2005 be noted.
