Meeting of the Upton by Chester and District
Parish Council held
on Monday 20th February 2006, at The Pavilion, Wealstone Lane, Upton, Chester

FORUM:
A
local resident informed members that she had been approached by about 6 people
requesting that the bus shelter that was removed from Caughall Road at the junction of Greenfields be replaced.
The Chairman reported that at the time of the removal of the damaged bus
shelter a letter had been sent to all local residents and that nobody had
replied. The local resident said that
she felt that people had not realised how much it would be missed until it was
gone. Members discussed doing another
consultation in the area but that an approach to Chester City Council should be
made beforehand to ensure that there was a possibility of providing a shelter
if necessary. The Chairman reported that
there were three bus stops along Caughall Road and consideration may have
to be given as to which stop the shelter, if any, should be used.
Resolved: (a) that the Clerk
contact Chester City Council to ascertain is there was a possibility of a
shelter being provided, and if so;
(b) that the Clerk
prepare a draft consultation letter to be delivered to local residents.

Apologies
were received from Cllr Liz Warrington.
Resolved: that the absence is noted.
3. DECLARATIONS OF INTEREST IN ITEMS ON THE
AGENDA:
Cllr Chris Reeve declared an
interest in Agenda Item 11 – Closure of Churchyard.

Resolved:
(a) that the minutes of the Parish
Council meeting of 16th January
2006
be confirmed as a correct record.
(b) that the minutes of the Planning
Committee meeting of 16th January
2006
be confirmed as a correct record.
5. PARISH
COUNCIL MEETING – 16th January 2006:
Tree
planting in Gatesheath Drive – The Clerk reported that
she had omitted to put a requested item on the agenda with regard to pavements
in Gatesheath Drive and asked Members to
discuss the issue at this point of the meeting.
Cllr Peter Griffiths reported that he had been
approached by local residents about the lack of a pavement along the roadside
by the green in Gatesheath Drive. He said that this road was a through route
for many destinations and well used and would like the Parish Council to write
to the County Council to ask that consideration be given to putting a pavement
along the green.
Resolved: that the Clerk write to Cllr John Burke of Cheshire County
Council with a copy to the Highways Department.
Wealstone Lane Play Area – The Clerk reported that the
contractor was due to start work on the new play area on Monday 27th February 2006 and that there was a site
meeting on Wednesday 22nd
February 2006 to discuss the final issues.
The Clerk also showed Members the drawing that was chosen for the Play
Area sign, by the small group of Members who met to judge them. Members also discussed the draft wording for
the additional information sign for the play area. The Clerk reported that the
cost for copying the winner’s drawing onto metal with an additional one as the
prize for the winner and the information sign would be around £90. The Clerk also reported that the Library had
agreed to put the winner’s drawing and the seven runners up drawings on display
for a short period.
