Meeting of the Upton by Chester and District
Parish Council held
on Monday 3rd April 2006, at The Lecture Theatre, Chester Zoo, Upton, Chester

1. OPEN
FORUM:
A
local resident asked Members if a litter bin could be provided by the Village
Pump. Another
residents requested if a dog bin could be provided for Marl Heyes Recreation Field.
Resolved: that the Clerk ask the City Council if these could be
provided.
2. APOLOGIES
FOR ABSENCE:
Apologies
were received from Cllr Geoff Edwards and Cllr Patricia Lott.
Resolved: that the absence is noted.
3. DECLARATIONS OF INTEREST IN ITEMS ON THE
AGENDA:

4 MINUTES:
Resolved:
(a) that the minutes of the Parish
Council meeting of 20th February
2006
be confirmed as a correct record.
(b) that the minutes of the Planning
Committee meeting of 20th February
2006
be confirmed as a correct record.
(c) that the minutes of the Parish
Communications Committee meeting of 9th
March 2006 be confirmed as a correct record.
(d) that the minutes of the Playing
Fields Committee meeting of 9th March 2006 be confirmed as a correct
record.
(e) that the minutes of the
Environmental Initiatives Committee meeting of 13th march 2006 be
confirmed as a correct record.
5. PARISH
COUNCIL MEETING – 20th February 2006:
Bus
shelter in Caughall Road – The Clerk reported that
she had been advised by the City Council that there was no funding to provide a
new shelter, but that the Parish Council could consider using the County
Council scheme which involved paying £1,000 and £250 per year for
maintenance. The Clerk also reported
that an article had been included in the next newsletter to obtain feedback
from local residents as to the necessity of a bus shelter.
Pavements
in Gatesheath Drive - The Clerk reported that the County Council had no
funding for this project, but would consider adding it to the list for the
future. The Clerk also reported that an
article had been included in the next newsletter to obtain feedback from local
residents as to their views. Cllr Peter Griffiths asked if the Clerk could write again to the
County Council. Members discussed this but felt that the feedback from local
residents should be awaited before any further correspondence. Cllr Peter Griffiths
informed Members that he was not happy about this.
Buses
on St James Avenue - The Clerk reported that the Acting Head of Upton
High had agreed to send a copy of the school’s travel plan when it was
available and was also willing to meet with Members to discuss ways of solving
