Meeting of the Environmental Initiatives Committee of the Upton by Chester & District Parish Council held on Thursday 17th October 2007, at the Pavilion on Wealstone Lane, Upton

 

 

Present:          Cllr. Robert Thompson (Chairman), Cllr Lyndsay Cussons,

Cllr Jean Evans, Cllr Gerald Grant, Cllr Peter Griffiths, Cllr Jill Houlbrook, Cllr Pat Lott, and Cllr Bryan Smith

 

Also Present:  Cllr John Butler

 

1.                  APOLOGIES:

Apologies were received from Cllr Caroline Mosley and Cllr Gill Jordan.

Resolved:       that the apologies be noted.

 

2.         DECLARATIONS OF INTEREST:           

No declarations were received.

 

3.         CHRISTMAS LIGHT COMPETITION FOR 2007:

Cllr John Butler reported to Members on the method and criteria he and Cllr Peter

Griffiths proposed for the competition.  He suggested that the competition be on a ’no

entry’ basis and that each Member of the Parish Council be given an area of the Parish

to look at and put forward addresses to the Chairman of the Parish Council for her to

view and make the final decision on the winner.

 

Cllr Jill Houlbrook asked about advertising the competition.  Members discussed this

and decided not to advertise the competition so as not to be seen to encourage people

to go overboard when decorating their homes.  Members then discussed when the

judging would take place and also what prize would be given and when it would be

presented.

 

Resolved:       (a)        that the Clerk and Cllr John Butler would arrange to designate

areas to give to Members to judge.

(b)        that the judging take place during the week beginning 10th December, giving finalists addresses to the Chairman by 14th December.

(c)        that the Chairman and Clerk make up a hamper for the prize.

(d)        that the prize be presented with a certificate at the Parish Council meeting of 28th January 2008.

 

 

 

 

 

 

 

4.         BULB PLANTING FOR 007/08:

The Clerk reported that the bulbs had now arrived and were ready for planting.  Members discussed options for the location of the bulbs as follows:

 

            a.         Along the fence at the play area on Wealstone Lane

            b.         Along the bank in the Cockpit

            c.         In Lodge Gardens

            d.         At the War Memorial

            e.         In various verges around the parish.

 

The Clerk reported that if any bulbs were to be planted outside of Parish Council owned land, then permission would be needed and Members may not be able to plant the bulbs themselves.

 

Resolved:       that the bulbs be planted along the fence to the play area at Wealstone Lane on Tuesday 23rd October at 10am and also on Monday 29th October at 10am.

Resolved:       that this be decided at a future Parish Council meeting.
