Extra Special Meeting of the Upton by Chester and District Parish Council held on Wednesday 24th March 2010 at The Pavilion, Wealstone Lane, Upton, Chester

1.         APOLOGIES FOR ABSENCE:

Resolved:       Apologies for absence were approved from Cllr John Butler,

                        Cllr Pat Lott, Cllr Liz Squire, Cllr Jill Houlbrook, Cllr Theresa Cartliff, Cllr Gill Jordan and Cllr Gerald Grant.

 

2.         UPDATE ON COMMUNITY BUILDING PROJECT:    

Dr Carey reported to Members on the content of the confidential report prepared by the Planning & Design Consultant commissioned by Chester & District Housing Trust.  Dr Carey told Members that although senior officers from Cheshire West & Chester had indicated support for the project, planning officers were not being as helpful as they could be.  Members discussed arranging a meeting with the senior officers of CWAC to discuss this further.

 

Dr Carey then took Members through the main points of the proposed Single Development Framework and reported that once the Parish Council were signed up to this framework he could take it to CDHT and CWAC.  The Framework at this stage merely sets out the broad roles of the partners involved in this project and in particular that the Parish Council are the key client and any contractual agreements made with a developer will be solely with the Parish Council.

 

The Chairman proposed that the Single Development Framework be agreed and this was seconded by Cllr Chris Reeve.  Members voted as follows:

                        Abstentions                  2 members

 

Resolved:       that the Single Development Framework be agreed.
